PROPRIETARY FRAMEWORK

ODEF™
Optiturn Delivery Excellence Framework

A structured diagnostic and governance framework that assesses delivery readiness across six critical pillars — used to protect capital investment, reduce schedule risk and give boards the intelligence they need before committing to execution.

The Governance Gap

Most infrastructure programme failures are not caused by bad engineering. They are caused by The Governance Gap — the space between what the board believes is happening and what is actually occurring on the ground.

ODEF™ was developed from 19+ years of front-line delivery experience across 14 countries to make that gap visible — and closeable — before it becomes catastrophic.

The Six Pillars

Each pillar scored 0–10 across three elements. Weighted scoring. Single Pillar Veto rule: any pillar below threshold invalidates overall readiness.

P1 · Weight 20%

Governance by Design

Decision Rights Matrix · Escalation Protocol · Authority Thresholds. The structural foundation for all executive oversight.

P2 · Standard Weight

Executive Sponsorship

Sponsor Engagement Level · Top-Cover Availability · Strategic Alignment. Who is accountable when the programme hits critical junctures.

P3 · Weight 20%

Contract & Procurement Integrity

Scope Definition Clarity · Risk Allocation Balance · Variation Management Protocol. The Procurement Cliff — where most programmes lose control of budget.

P4 · Standard Weight

Organisational Readiness

Team Competency Match · Resource Availability · Knowledge Transfer Protocol. Execution Altitude — the gap between org chart and actual competence.

P5 · Standard Weight

Integrated Interface Management

Interface Register Completeness · Third-Party Coordination Protocol · Design Freeze Discipline · The Interface Blind Spot — where handover failures accumulate invisibly.

P6 · Standard Weight

Financial Execution Control

Cost Baseline Integrity · Variation Authorization Protocol · Earned Value Discipline. Where capital erosion happens silently.

The Readiness Score

85–100

EXECUTION READY

Programme can proceed with standard monitoring.

70–84

CONDITIONAL

Specific gaps must be resolved before mobilisation.

50–69

CAUTION

Significant structural changes required before proceed.

<50

NOT READY

Programme should not proceed. Fundamental restructuring required.

⚡ SINGLE PILLAR VETO RULE

Any individual pillar scoring below 15/30 automatically invalidates the overall Readiness Score — regardless of aggregate total. A programme with excellent governance but no contract integrity cannot be considered execution-ready.
